Notwithstanding anything contained elsewhere in this Act, the following persons shall be deemed ineligible to be candidates for election:-
(a) Not qualified as per section 12,
(b) Government of Nepal, State Government or local level and being employed in an organization owned or controlled by the Government of Nepal, State Government or local level or receiving remuneration from the Government of Nepal, State Government or local level,
(c) Not having paid for two years from the date of serving such punishment after being punished according to the prevailing laws related to elections,
(d) Convicted for corruption, extortion, human trafficking and trafficking, sale, distribution and exportation or importation of drugs, money laundering, passport misuse, kidnapping or any other criminal offense showing moral turpitude or sentenced to life imprisonment or twenty years or more for any offence. Imprisonment sentence is final,
(e) Sentenced to imprisonment for an offense related to organized crime or less than twenty years of imprisonment for an offense related to duty, not completed six years from the date of serving such sentence,
(f) Having been sentenced to imprisonment for crimes related to caste discrimination and untouchability, witchcraft or polygamy, three years have not completed from the date of serving such sentence,
(g) For offenses other than those mentioned in clauses (d) and (e), having been sentenced to imprisonment for five years or more, six years have not been completed from the date of payment of such sentence,
(h) In the case of being blacklisted as per prevailing law, during that period,
(i) For imprisonment during the entire period of imprisonment,
(J) Mental balance is not right.
